It's all about mindset

Too often, even in small organisations, there is an assumption of traditional hierarchies "X reports to Y who reports to Z" and this is breeds an attitude of "I can't take responsibility for that". HR then compound it with a risk-averse approach "That would set a precedent"/"We can't do that because...". It becomes a vicious circle where no-one dares to try different things.

I like the notion of 'setting precedents' as a way to demonstrate risk taking.

The use of language is so important as well. Comments such as "We can't do that because..." could be re-framed to something like "What do we need to consider when we do this...".

Totally agree - the use of positive language shows a willingness to do it and to identify and overcome potential obstructions
