Directly boost autonomy by shifting towards longer-term planning windows. Immediate, yet relatively unimportant goals (e.g. quarterly vs. year-over year targets), can drive employee action in an unproductive, and constraining manner. Dell has done a good job of this by shifting back to a private model, out of the light of constant analyst scrutiny. The same concept can be applied on a much smaller scale, and harnessed by managers, via metrics.
